By making contraband worth much more it encourages people back inside, and ends up in police having to deal with raids rather than the other crimes that they deal with. Currently contra takes 0 effort in comparison to the wood which requires you to be there constantly in order to get the reward of the wood.

This is being moved to popular as a potential way to help rebalance contraband as a viable way to make money, especially so considering the risk.
