My friend is joined the server he have everything good with hl1,hl2,css all downloaded , but when he join the server he can see this https://steamuserimages-a.akamaihd.net/ugc/842588212452365935/A89DC95569C14C101B8D61A823FC8FF38E50495B/ I don't know why.

Is he looking at the ground or is it always like that ?
Is it raining while this happens ?
Does he have any custom overlays ?

I'm pretty sure I know what it is. Download this: https://steamcommunity.com/sharedfiles/filedetails/?id=185609021&searchtext=atmos
This is atmos, the weather mod for GMod. Sometimes if you don't have the addon, it will create this error, because the addons uses a screen overlay which needs to be downloaded.

Is this the same in Rockford?
Have you tried removing all add-ons then trying to connect to see if it might be an addon subscribed to?
