Well i guess adding somewhat like a new report team which broadcast and record the whole progress of the hostage situation through out the sky by helicopter or staying near.
And also,there should be at least some police there,although this looks like a situation for SWAT,police should arrived before the SWAT did or at the same time.Police can act as a assistant helping the SWAT member to setup perimeter,securing hostage,reporting status,giving information inside the plane by the hostages.
Anyways this is all my though or feedback to apply it or not is still your choice
