I had a similar problem which was fixed by making sure in options Allow custom content was enabled.
Options -> Multiplayer -> Allow custom content

Cop cars still have errors all around them, though as far as i can tell it did fix the purple and black errors. Anything we can do?

Also if that does not work, clear up the addons folder and let everything redownload.

Some of those errors look like errors from TDM / LW Police Props. I don't have the packs installed, nor the correct photon file (currently posting from a laptop), so I can't check what the models are, and which packs you need to install.
I'll try and find the answer when I get home.
