As if we in-game have enough time to make an entire profile and investigation into people we didn't even see the faces of.

So then that gives you less reason to shoot the vehicle. An RV is usually a place for, I don't know, perhaps a family to go out and have a nice vacation or holiday. What if there was a child on-board or something? There was no real danger to warrant a kill.
If you have a child on board and you're driving like that? I'd consider wondering what drugged up person at the DMV handed you your license. Either way. If you had a family on board, i'm sure you'd be ramming police cars out of the way.

Like you said, you don't know who was on-board and with "reckless driving" and "speeding"  It's still not worthy of a kill.

Updated with more evidence, including James Hellfire. 
Due to the evidence supplied, this PR will be accepted.

In the first video, Chicken is driving and you drive infront of him to block his path. Nothing wrong there. However, you were never out of your vehicle in Chicken's view and he drove past you while you were still in your vehicle. After he made is past you, you instantly opened fire. Him simply fleeing is not a reason to gun him down.

As for the second clip, you guys have even quicker trigger fingers. As Chicken is driving, your vehicle is stopped on the side of the road. Upon him approaching your vehicle, you step out when he is about 10 feet away. With the speed that he was going at, it would have been impossible for him to stop and comply to your commands even if you did say stop. Which, by watching the video, you never said that. Also, you both were SWAT in the second clip. Considering this was a simple pursuit, if that, there was absolutely no reason for you to be out there.
