City Security Act in Effect

Due to recent domestic incidents and rising protest in both the Police Union and the EvoLivesMatter Movement Evo County decided to pass the "City Security Act" (short CSA) on Monday the 15th of February, 2016.
The CSA allows the government increased focus on its Emergency Services, drawing more tension to the recruitment and training of new law enforcement and rescue workers, as well as their equipment and organisation.
The main aim of this very Act is to restore the citizens' trust, as well as the credibility and efficency of the services.
After shocking publications on the EMS response time (Rockford Guardian) and internal sources about rising corruption and police violence, it is overdue that EVO takes action.
After a tedious debate about the specific details Secretary Moose announced that the CSA will be taking effect on 15.2.2016.

The Idea:
I've been working in government positions for a while now. It's mostly pretty enjoyable and there are plenty of nice people around.
However the over all RP sometimes may fall a bit short. Whether it's just a hurry, another dispatch call, an untrained officer struggling with the basics, unecessary escalations to obtain OOC goals, trolling citizens or just people losing trust or patience.

Even though that sounds negative it's inavoidable, especially in this game. The CSA is not going to reduce any of the over all effects.
However what we can do is: - setting up structures (dispatches, stations etc.) to save you some extra time for that in depth RP - offering basic and enhanced training for rookies as well as long time cops - exercising on procedures to deescalate as far as possible and restoring  our own credibility.

We don't want or claim to change the overall PD, FD, EMS, we are looking to build a roleplay enhancing association of well trained, communicating and trustworthy Government Workers. We are not the department it self nor an elitist rotary club or squad - we consider us to be a friendly association of interested government workers designed to provide an enhanced in depth Rp and entertaining clan experience.

Main Features
- Interesting trainings coordinated by experienced Government Workers
- Enhanced communication between our officials
- Service in detailed station dupes, etc.
- In depth RPs and (mini-)events
- An organised clan community

Recruitment
We are happy to recruit all those who are interested in government RP, our clan's activities and the community.
If you are interested you may contact us through PMs, leave a post below or notify us in game.
The decision of which member to recruit/accept is based on the following criteria:

- We are certainly not elitist but we seek for somewhat serious, mature, gamplay with a decent organisation and behavior. If you don't have 
   the interest or patience for the clan and it's roleplay you might be better off playing alone/otherwise.
- One of our core goals is to improve the citizens' relations to the government. Enhancing our own credibility by forming a trustworthy,
   reliably, operating Resuce and Law Enforcement Service demands a certain standard in our personell. We will provide training to anyone
   if requested, and we don't demand to be elite but we need a certain standard to keep us operating
   (reps or hours are not required but may help out - as well as a generally friendly attitude does)
- This Clan is in its beginning and therefore certainly not perfect. Things need to be improved, changed and reorganised.
   I am the founder and therefore the glourious leader Wink. I am open for any criticism and change but the last decision lays upon
   Me (Marsh), Max and the CSA Administration - If you fail to comply to those guidelines your're better off playing otherwise.
- An open minded, friendly, community experience is bound to similar behavior. Failure to follow our or the LL rules will result in a denial/ban
  (we do not tolerate racism and are neutral towards religion and politics - we have humor though)
- The main rules and guidelines are not strictly defined so far. Use common sense - when in doubt CSA Administration will decide

Structure:
Since this clan model is somewhat new, the structure might be turned and tweeked a bit depending to our upcoming needs.
So far we are planning on the following rank and rule structure:

(The rank within the clan, not an ingame-job related rank)

Roles:
- Detective
- Supervisor
- Traffic Service
- Dispatch
- More to come?
(Roles a certain rank can play as - in consultation with the lead)

*Swat and Sergeants are not included as they are not part of a clan's rank structure but part of the game's structure itself. Issues on the distribution of those roles will be solved through the highest in command or a supervisor if any problems should appear


Mr.Marsh and the CSA
Im Marsh roleplaying as Mr.Martin Murdock who is working for the government, or running his own small businesses (a foodtruck, a bowling alley.. . I've played on Limelight for a while now even though I periodically took larger brakes as I moved to a new flat, got started up in uni etc.
I began founding and leading clans in 2012/13 establishing the OAM (a loose Planetside2 group counting 300 members at its peak).
In December 2014 I starterd my first Police RP clan, the "CSA Sheriff's Department" mainly focusing on the Game APB: Reloaded (a cops vs robbers/rp kind of thing). Counting 75 overall members from 20 different nations at its peak we did sort of well, however the game APB only offers limited capabilities for roleplay.
I enjoyed CityRP ever since I got my first computer (yep, i was a total rookie Tongue ) but after a long year fellowship to a certain previous community and limelight I think I got most of the basics.
I had quite some fun training rookies recently and I frequently noticed people struggling with pretty simple, probably just not too obvious, tasks. I also recognised the hurry/need for coordination we sometimes had within the government. Therefore i think the main concept of the CSA will be beneficial for almost everyone: offering training, a clan structure, rp events etc.

It is. He just has a certain theme that requires the whole government. Tbh i have been waiting for someone to do this. I can't join it to be a permanent member so I was volunteering to help with the clan if needed.

The Clan Istelf is an existing clan ingame. And we do have a few people from our "mother clan" the CSA Sheriffs Department (APB).
Im trying to get a clan structure ingame but since most people are already in  a clan etc. well work out a propper concept for guests and associates.

Since its a government clan its slightly harder to do uninteruppted rps and the ammount of operating members is bound to the slots avaible.
This again speeks for a slightly flexible structure (eg. im planning on doing off duty scenarios (camping with the departments etc as well as training sessions that wont require more then one officer slot)

Ive been planning on this for a while now but couldnt start it so far due to long uni exams. Given the fact that i founded 2 toher clans so far i have some serious confidence in the CSA exspecially within this community. The only major element that has to be tweaked is the participation concept of clan externals/associates and the over all member structure. But in comparison to my previous clans LL City Rp offers one of the best communitys and games to run such a clan. I consider it just a matter of time to set up all the detail ( i started my last one with 5 members for 2 weeks and 75 in the end)

And Soviet (of course well have to figure out the exact handling) but id actaully be looking for swat people too - leading the clan having a lot of ts chater , backroung text etc. that might be quite helpfull.
Again yes it is a clan - but well find a way to include everyone interested wether as a member or some sort of associate. Our aim is to support a more in depth government, not to privatise the police and seperate us. Theres barely any room for clan privacy

Since i recieved questions regarding "applications":

We dont require a formal application by now. All you need to do is either contact us ingame or leave a reply.
Of course we wont accept every random person since one of our core ideas is to restore and keep some reputation for gov-officials.
Therefore well probably have a little talk or ask you about some detail like your so far experience or your motivation.
Please Note:
We will accept long time public servents as like complete rookies. There are only one reason to ask the last mentioned question:
Where long time officers might be bothered undergouing todetailled basic trainings (like the / commands) new members might hugely benefit).
It took me dozens of hours in government rp to get used to all the important commands and procedures, we wont blame you for that.
Its just so we can adopt the training to the needs of an officer. New members wont have any disadvantages.
The main criteria remains a decent level of roleplay and maturity - that might sound harder then it actually is.
Maybe make the thread a bit more lively instead of just a logo and tons of text, maybe center the logo etc.

Now that i finally got holidays and finished most uni work so far i though of setting up a ltille traning.
People who are familiar with the apb-csa and our previous works might have a good idea what it could look like:
- vehicle training (pit, pursuits, traffic management, responsee)
- combat training (fully functional killhouse, shooting range, weapon talk)
- situation training (civilian compliance, domnestic distrubance, riot control)

So far one killhouse is functionall and planned out, yet we have to work on more scenes and scenarios as well as i still have to figure out a propper procedre for the training itseld (choice and job of the participants, setting up the training instructions and additional instructors etc.)

Once its close to be doneit will either go to the event section or probably as day to day training adverted in time - Just wanted to giv a quick info as im also lookign for people to help on some larger dupes and of course further participants.
Hello, I would like to apply for this clan in the Traffic Service division, I have 0 bans nor blacklists, I have an ingame car, 14 hours in LL, more than 1k hours in GMod, I am currently working in my F.D.E.C Clan, The reasons that I would like to Join the clan in that division, is due to the fact I am an expert in Traffic control, I know all directions in the v33x map, and Rockford, and I am ready for everything, I can play GMod every day

At the moment we are not so much based on a single division, but more as a free-to-role-play any type of government service (police, EMS, Fire... ect) we do other rp like as you say traffic services and other sorts. So you are not tied down to one role.
