Later in january or at the start of febuary we are planning on making a system where the president do not get direct tax payments, but they rather go to a budget where the president can then allocate the money, simmilar to Brennans Government Overhaul suggestion. However I need some input here.
Should we add some new (meaningless) taxes to things that fuel the budget (say 5% of a market manufacture is added to the budget)? What should they be? Should the cop slots be restricted based on how much the president is willing to pay for example?
The president can allocate this budget to do different things, what should some of those things be?
Naturally im keeping some things about the system secret, but community input is its weight worth in gold here, since you guys are going to be directly impacted by this change.
Maybe the equipment they have access to?
Say for example the president could sacrifice spike strips in order to give them better weaponany ect. ?
It's a great idea.
First, more taxes have to be payed for it to function I suppose so yes to new (meaningless) taxes.
Taxes:
- Items that are manufactered except BMD should be taxed.
- /payfine command should be added and the fines should be added to the government budget
- Door/Reality Taxes, doors price can be decreased and the decreased amount can be counted as tax
- Fuel/Repair taxes
- Items that are manufactered by everyone for example cars, clothes, and such.
Also because the president system will get complicated and may be abused by some, not giving enough budget to police even though crime rate is high and so on, a time limit should be added to the job in my opinion.
Can't wait for this update though.
I would like to see taxes on manufactured items and vehicle use. Maybe even a rent for doors? Then the president may allocate pay to certain players or the whole force of that branch of government. Maybe like Python said switch some stuff out for other gear and make an ACTUAL TICKET SYSTEM!! The money can go directly to the budget via a Nexus or Town Hall NPC.
If you get a president that's got personal issues with the police officers at that time, you're going to get a police force undermanned and under equipped because a person who acts with the mindset of a child is mad or annoyed that he got arrested, which leads to a dysfunctional government and negligible law enforcement. To conclude, I think that the president having absolute control over how well equipped the police are is a bad idea.
Well could it trickle down the chain then? Could the President and Vice President allocate resources to the swat and police sergeant who then decide what is needed with the budget given?
And what of fire/medical? Right now revives and fires turn out a profit for the player, will that also go to the government funds? Perhaps a higher budget for Fire could warrant more than three, or maybe even better extinguishers? If that happens having an actual Fire Chief job would be nice so they can work on their funds also.

Then like the firechief job, the swat and police sergeants can also balance the funds about what is needed. That's a nice idea!
If this is going to go ahead, i'd suggest to do the following:
President is the leader of the government in every essence. He may:
Set 'payday' tax as he currently does.
Set fuel tax, which dynamically increases or decreases the price of fuel.
As aformentioned people suggested, set a manufacturing tax to legal items.
you get the point.
This all goes into a government budget like suggested. (This could be simplified by having a basic budget not including tax of say $10,000 per payday. Tax increases this budget. The more tax, the more the president can spend. The president can have options to either pocket the extra money, or spend it on the police force in the form of better armor, better weapons, the ability to use covert vehicles etc. (Thus making said vehicles a little rarer.) He could also spend it on people's pay to directly incentivise them joining the job. (E.g increasing medic pay by 1000 per payday to get more medics.) He could spend it, as someone else mentioned, on a 'official' government clientele such as bodyguards, so they'd be paid directly. (This could also allow interesting criminal RP to arise, where say the tax goes to the Corleone family, whom acts as puppeteers to the president.)
The point i'm trying to reiterate, and which others have pointed towards, is allowing the president to have complete control on how the city is legally run. A socialist president can choose to have higher taxes in exchange for public services, whereas a more fiscal president may choose to cut tax, improving citizen's happiness in another way, and spend less on the services.
It makes politics within limelight somewhat interesting, as it would have a direct impact on the citizens.
Something to note though, if going with this model, it needs to have proper functionality. You need to be able to see the information, and change tax rates etc via an F1 menu, not via commands. You would also need to be able to set spending via this as well. (Simply because it'd get too complicated otherwise. You can make a fairly complicated concept simple using visual techniques.)
But there should always be a base budget, which is allocated to certain areas. (E.G police will always have their basic functionality and pay, however can receive better weapons, more pay or better vehicles.) This would mitigate concerns over a shit president ruining all governmental roleplay.
I'd consider this update to be beneficial, and rather unique. It adds a layer of immersion into the game, meaning the president's actions will always have repercussions, be it positive of negative.

I agree with this, the president should allocate funds to SWAT and Police Sergeants who then allocate those funds to stuff like weaponry.
This is a good suggestion, but it would empower Presidents, some of whom are not very competent at times, to say the least. Perhaps the President's role would be policed more by the staff, or perhaps even require a government REP?
It's dangerous to empower players without additional policing.
