Are there any clear-cut hours that the market closes, and opens at? The current system seems to be fairly random?

Apologies for the necro, didn't realize it's nearly been a month! how time flies!

It closes at a set time and a admin has to check it (Noble/Mathias) before opening it so they do not encounter any problem
