It doesn't really matter tbh, it's just that the tab is about ~30 minutes behind the HUD in terms of updating game time. Could also be that HUD rounds 31 minutes to +1 hour or something, but this has no effect on gameplay.

Think the HUD rounds to the nearest hour yeah, whereas the scoreboard doesn't.
