The dog soundscape is to do with yesterday's gmod update, listed in the github changes of https://www.garrysmod.com/updates/

Wouldn't it be pretty simple of someone uploading a mod to the workshop that removes the following sounds..

"ambient/animal/dog_med_inside_bark_1.wav"
"ambient/animal/dog_med_inside_bark_2.wav"
"ambient/animal/dog_med_inside_bark_3.wav"
"ambient/animal/dog_med_inside_bark_5.wav"
"ambient/animal/dog_med_inside_bark_6.wav"

I think that would solve this annoying dog barking.

Fixed the dog barking client side, just extract this zip to your Garrysmod/garrysmod folder.
The folder you copy it to should look similar to this:

This fix should work for everyone automatically if the files are added to the FastDL.
