Description: It seems that world-props (fences near nexus/bus stop) spawns multiple times (multiple props overlapping one another)
Bug observed since: Today

Steps to Reproduce: Find a world-prop with "Unusually dark shadow" then attempt to remove/precision tool one (You will see that there are 10 instances of set prop). Not every prop seems to be affected.

It will be reviewed as soon as possible by our Developers.
I counted 8 total of each of the affected props, so the intended 1 and 7 extra.

It doesn't appear to affect props that are part of the map or "usable" props like EV Chargers, Vending Machines, and Payphones.
Looks to be that the file ended up with duplicates it in, and we don't deduplicate props on spawn? I'll add some duplicate detection and test with that.
Partially resolved by #2180, I'll leave this open and continue to monitor.
So the server now crashes when attempting to change to v4b1 using !map, so I can't test this. I'll assume it's fixed and if it's not we can re-open this.
