Applying a gag on someone who is handcuffed does not gag them.

Bug observed since:
Today

Steps to Reproduce:
Handcuff someone
Apply the gag on them.
Speak.

yup guy was still using mic just fine even so was clearly gagged

This may have been fixed by: Rev 7732c25

I did test with on MRZ and wasn't able to replicate but I will test again on another Dev to see if it still applies.

I was unable to replicate this with another Dev. I suspect it was fixed a while ago with the update listed below.
