If you are being told to keep it IC it is following one of these reasons.

A) You are complaining about something IC such as a "False Arrest"
B) Metagaming

There are no other examples that I can think of that dont fall under these two reasons.
As there have been various opinions here, lets set the record straight.

OOC is there for Out Of Character discussions.
There is no rule that dictactes what can be talked about, there are only rules to prevent abuse of it and to keep it respectful.

Such rules are:

Quote:1.4 - Do not swear excessively, argue or insult in OOC chat, and do not write caps-locked messages.

Quote:1.6 - You may not be racist, sexist or otherwise discriminatory to players out of character. This behaviour is tolerated in-character however your actions must have context and/or background RP to it.

Quote:1.6.1 - In-character discrimination is allowed only on in-character text chat and in-character voice chat (including both text/voice radios), PMs, signs, notes, and the phonebooth. Presidents may also use broadcast but only if they also have dictator permission. Discrimination is not permitted on other chat or text input including but not limited to: OOC chat, LOOC chat, adverts, character names and descriptions, job names, clan names and ranks, license plates.

Quote:1.8 – Do not advertise other servers, GMod communities, NSFW content, or gambling websites of any kind. This includes your steam name. Community/Clan tags are allowed.

Quote:1.11 - OOC chats, adverts, requests, job radios, and broadcasts are English-Only. Other chats are international. Avoid spamming in any of these chats.

Now if people are being disrepectful, making accusations or anything a staff member might consider innapropirate for OOC they have the ability to disable OOC for a while so people can move on from it without the need to punish server people. (Repeat offenders usually lose their OOC access.)

Quote:1.5 - Listen to admin decisions; they aren't negotiable.

Now if you believe a staff member is misusing his tools or that they should had disabled OOC, you can always take it to HR or post a Staff Report.

The purpose of OOC is as follows...
  • Discussing anything outside the game (e.g. using LOOC to notify a party that you have to leave mid-RP, etc, etc)
  • Asking for assistance on game mechanics when no teacher or staff is available to help (e.g. asking how Meth or Weed works using Global OOC, etc, etc)
Things OOC should most certainly not be used for...

  • Complaining about arrests, punishments, shootouts, or rule breakages
  • Arguing with other users about something whether related or not related
  • Insulting other users (most likely to result in punishment from staff)
  • Flame wars (likely to result in punishment from staff or OOC chat being turned off entirely)
  • To advertise in-character services
As previously said, you should exercise common sense when speaking in OOC. Having a completely OOC conversation in the global OOC chat is perfectly alright, but it should be kept civil and....we'll say PG for lack of a better term.
