Relevant Information: Frank Harriot only recently became a Police Officer. Since flunking out of High School with only a basic diploma, he went on to work with his hands in his Father's automobile shop, and quickly became a dab hand mechanic, based in Seattle of all places.
It was in Seattle that Frank would meet his wife, Veronica Stewart, in 2013. Veronica was from a Spanish, conservative catholic family that didn't much care for Frank's poor education. It was this Catholic Conservatism that rushed Veronica and Frank through two unwanted children and culminating in a messy, messy divorce in 2018 which remains on-going.
Frank, strapped for cash to pay legal fees and child maintenance, scrambled to find a job that could keep him afloat. It is here, he found Hazard Pay working as a private contractor for the ECPD. Less than basically trained, and only knowing the basic of basics in City Policing, he found himself thrusted into a world of outlaw bikers, cut-throat mafiosos and first-world anarchists. He'd have left in a heartbeat, only this new job was the only thing that could pay his estranged wife's mortgage, his hotel room rent, child maintenance for two young boys, and still leave enough just to barely feed him.
Frank started to get a handle on the beat, and quickly picked up what areas and people to avoid - in contrast to other 'gung-ho' type contractors. Frank lasted a long time, but lacked the security in his fixed-term, month on / month off private contracts. Despite his hardy and baptism-by-fire approach, he found a passion in policing - he was good with people. Longing for security matching the same level of pay, as well as an attractive pension that could be kept free from his estranged wife's ruthless lawyers, Frank applied for and was successful in achieving the role of Deputy in the Marion County Sheriff's Office - remaining in EvoCity to reap rewards from the lucrative Hazard Pay.
However, the pay wasn't enough. Frank could survive - but he couldn't live. Week after week of lukewarm rice, tapwater and overdue utility bills, walking to work without a car had reached a tipping point. What started in a traffic stop for wreckless driving ended in a $10,000 clip of dollars being placed in his pocket, and silence. He had never intended to take a bribe, but here he was - $10,000 richer, and all for not making a fuss.
He resisted for a while after that, but soon enough, there was another stop and another payment. Next time, it was possession of a firearm turned blindly too - then house raids containing farms of illegally cultivated cannabis 'written off'. Eventually, Frank found himself raiding drug dealers to acquire the widely sought-after drug pots to sell on himself for hefty fees.
It wasn't long before he gained a reputation. From bikers, to Hebrew gangsters, Frank began receiving phone calls. Offers of money, in exchange for information on rivals, drug growers, and even officers he worked beside, who were deemed too 'troublesome'.
His divorce remains ongoing, the hotel continues to charge rent, and his stomach continues to rumble. But when all of it stops - when he is able to live comfortably, legitimately, is there any chance he'll choose to refuse the massive amounts of wealth coming in from his rackets and contacts?
