Summary: I'm submitting two issues for review re: the player with the Steam ID above.

As some background, I'm a returning player to LimeLight who's been away for around 18 months due to personal issues. I'm familiar with the server, the rules and its history.

As mentioned, I'm submitting two issues for review. The first one I will refer to as Issue 1, and the second one I will refer to as Issue 2.

ISSUE 1:
Issue 1 took place at 13:34:54 GMT on Sunday the 8th of December 2019. The above player, alongside an unnamed person, approached me outside of the Nexus building less than 5 minutes after I had logged on and selected a job role as Police Officer
.  The player in question drew a weapon on me and demanded I raise my hands, and I complied [screenshot 1]. He then, via in-game voice chat, instructed the other unnamed to handcuff me, which was carried out via. /me (presumably using my own IC handcuffs).
I was taken to a car they had parked beside the Nexus and placed inside and driven to the MTL Estate. I was instructed to exit the car, which I did, and was escorted inside of the MTL building and instructed to sit in a chair, which I did. At this point, another two unnamed people arrived at the location, one of whom used the handcuff item on me to functionally restrain me whilst I was sat down, the other who simply observed.
The player in question in this report approached me in the chair with the weapon and, using in-game voice chat, described how I had inconvenienced him the night before. He discussed how I was given instructions that I failed to follow and, as such, he was going to kill me [screenshot 2]. He proceeded to do so. The issue concluded with my character's death at 13:54:09 GMT [screenshot 3].
I am submitting that the above is in breach of rule 3.1, which states:
"Your character needs to have a valid in-character reason for their actions, especially ones that harm or otherwise affect other players. The action needs to be appropriate to the reason."
and in breach of rule 4.1, which states:
If you die, you forget how you died...

On the following grounds:
1. The inconvenience referred to involves an incident from the night prior in which the player in question took me against my will to an empty building, and under threat of violence, instructed my character to obtain $5,000 through mugging and robbery in the next 5 minutes otherwise I would be killed. This itself is likely to be in conflict with the rules but I decided to take it ICly, which ended in it's own outcome ICly.
2. My character had since died since the incident described above. It could be argued that the player in question could not know this, but, I would argue that it would be reasonable for him to come to this conclusion as:
(a) More than one day had passed since the initial incident, and he was on the scene of my character's death post to the incident described yesterday evening.
and
(b) Both the player in question and I had been online at the time of a server restart yesterday evening.


ISSUE 2:
Issue 2 took place and concluded at 16:30:50 on Sunday the 8th of December 2019. The summary of the issue is that, as a chauffeur, I was driving through the MTL estate and noticed some kind of confrontation involving armed people. I drove my taxi to the top of the street, at least 100 yards from where the incident was taking place to observe out of interest. After having parked for barely 30 seconds, the taxi I was in started to be shot until the engine was too damaged to drive away, and then shot further to this until I was killed. [screenshot 4]
I am submitting that the above is a clear cut example of RDM, as well as a breach of rule 3.1 which has been referred to earlier in this report.

CONCLUSION
I am submitting that the player in question is in breach of rules in relation to the New Life Rule, and Basic Roleplay Rules. I also submit that the breach in these rules isn't due to a lack of understanding, given the player's tenacious history with other players on the server in relation to similar rules, but rather due to the want of enjoyment for the player taking priority over the adherence to rules as they are stated.

RECOMMENDATION
I recommend that the administration team take into account the facts and evidence as they have been submitted, as well as the player's history on the server, to arrive at a conclusion that the player is in breach of the rules and should face a blacklist, or ban, due to the nature of the breaches.

Hi, Sorry for the delay on this, would you happen to have further evidence as only voice chat was used I have little to go on from the logs...
I'd also like a statment from ‍ or ‍ as he was involved too.

That’s ok. 

I don’t have any more evidence available I haven’t figured out how to record clips with shadowplay yet, sorry.

The situation as I described is just from my point of view though. I’m open to the idea that there maybe more at play but I’m not sure how there could be.

Sorry for the delay on this, I've been hoping for a statement from ‍ but have been unable to catch him in-game to get one. I'm well aware of how this player is and his history and my gut feeling is telling me that there are indeed foul play at works, however, I cannot go on a gut feeling alone. You make a compelling argument but without anything from the logs and the limited evidence, I'll have to deny this.
