Summary: I towed his vehicle for being parked on the path and without ELS on. He then pulled me over and said release it or ur going to prison. I refused because i was a mechanic who runs a impound and I had a government worker pass.
He then arrests me for 'Impeding an officer in his lawful duty' and i got sent to prison for 15 years...

Whatched this happen, Police officer arrested him, unhooked the car impounded the Truck and drove off as happy as a Pig in mud
Firstly I was responding with the other vehicle which had its ELS illuminated, thus acting in an official capacity you were told this and still refused as it didn't have lights on. I told you then that I had to respond to other calls and needed my vehicle you refused to drop it off the tow truck and told me I would have to pay $1000. You were given multiple warnings and told by multiple people to drop the vehicle and you refused to comply. I eventually arrested you as you continued to refuse to release a government vehicle when I needed to respond to a call. When you refused to release my government issued vehicle whilst needing it to perform my lawful duty it was at this point I arrested you for impeding me.
Let me state that firstly a third party company would not go around impounding police vehicles. I would agree that a tow company could 'recover' a police vehicle if it was damaged and the government required this service, however watching a tow company lift police cars is stupid and literally just a way for you trying to get money from as many players as possible. I don't know what you expected to happen when you refused to comply with a police officer especially when you are preventing them from doing their job.
Finally as for accusing me of breaking rule 11.3 I will quote it here "11.3 – You may be corrupt, but only if it does not directly endanger the lives of officers or civilians. Corruption has limits and should benefit your character, it does not allow you to go around beating up citizens for no reason or making up completely random arrest warrants. The Police Chief and Swat Sergeant may not be corrupt without staff permission."
I wasn't a corrupt officer, I wasn't running around arresting you randomly there was an RP situation behind it I hadn't just found you in the street and arrested you without warning.

My job as a mechanic who also runs an impound means that i have to tow illegally parked vehicles that have either crashed or been parked like knobs. The video shows that your car was parked on the pavement without ELS on means that it is illegally parked. Therefore it is my duty/job to take it off the roads.
You pulled me over and demanded me to take it off the hook. I said pay $1000 as a fine for the parking not including the impound/release fee i was charging at the time.
Then to my shock, I get arrested for towing an illegally parked vehicle which is my job. So I got arrested for doing my job.
Also if u said u were responding to a call and that is the why your vehicle was parked there then why did u not have ELS on?
This is an in character issue.
No rule violation found.
