I think Cops need to be more OP 2 people with submachine guns shouldn't be able to kill a whole SWAT + Police force

I think that Cops and SWAT are fine where they are. They do have access to a completely bulletproof vehicle that makes them immune to FearRP, they just never seem to use it correctly.

Limelight isn't the best kind of server for youtube content, of the kind to draw people in. Like, a lot of youtubers make content breaking rules or taking the piss. It's kinda hard to come up with good consistant content unless your really involved in everything (Trust me, i tried)

Also youtubers coming on don't always increase the playerbase. We had Zuthar13 come onto the Medieval server i was HoS on and we didn't actually see a player increase. (We just saw that the one day i have a break from the server, youtubers come along. https://youtu.be/cmnLGrUTA_k)

I think you need to look to get some dedicated people who are happy to lead Roleplay and let it go where it is. And give them something to help do it. A little like a teachers role, but even more involved. like the ability to set up events to keep players engaged. I stopped playing mostly because I didn't find the passive Rp interesting and... well. I didn't have anything to do anymoar

Perhaps instead of youtubers we try streamers? Streaming roleplays is somewhat big on Twitch, albeit mostly on FiveM. The issue is we need all of the playerbase on for there to be anything streamable.

I disagree with the idea that the whole player base has to be on. Is it easier and much nicer to RP with a large amount of players online? Yes; however a small amount of players being online shouldn't affect the amount of RP that goes on, ultimately if you continue to RP when there's a small amount of players on then others will follow in your footsteps. Be the change you want to see.
When I look towards the Government in terms of the Police and SWAT:

S.W.A.T:
I think they are in a really good place.

Giving a possible final buff rather increasing their armour to 60% or access to specialised bullets like the Secret Service, as they are designed to be the more scary officer which is something good. S.W.A.T are meant to be last resort or be the head of a raid from the Police. The fact that people are hating recent improvements to them such as S.W.A.T getting access to pretty much every attachment on any weapon means that it is good that they are frightened of them.

All the additional tactical accessories they have such as Ballistic Shields, S.W.A.T Bearcats, End-Cost Weaponry for a small price is good, as people will be afraid for if the S.W.A.T team is sent in.

Police:
In terms of what they are meant to represent, I think they are too advanced and too armed.

While I am not going against that Police IRL have Assault Rifles and Shotguns, it is the gameplay balance that I see it having issues with. These Officers are general patrol officers in my eyes. They shouldn't really carry highly deadly weaponry unless they have been called out to an armed robbery which is where I think that S.W.A.T should take place instead with Police for Support. In my eyes, if a Police Officer wants a more deadly weapon there is nothing stopping them from equipping their own weapon, attachments and ammo from their own inventory to suit that which this then opens A larger roleplay margin for the GUNDEALER role which is bearly used at all part from people primarily using it to fund their own inventories.

Good old days eh
‍ Patrol should always have issued gear as they are meant to be able to deal with the threats. The only reason they have what they have is that pistols are peashooters and the threats those jobs deal with are packing the same or better. Until we control the problem of bein able to just have an automatic weapon, the police should be packing a lot of heat. SWAT are still useful with their gear.

So taking away all high-grade weaponry from police officers will leave them with pistols.

You need over 10 hits with a pistol in order to actually knock someone out. How is that balanced then? :doubt:

Another thing you could look into is specialised weapons for Police which have a different rate of fire, damage, etc.

Yea guys chill....It's obviously me.
Getting rid of the hyper-militarisation of literally everyone would be a start. Make automatic weapons harder to acquire, make Kevlar more desirable but less accessible, buff pistols so that they’re not peashooters, remove some of the “teleport guns infront of you” aspects and make there be more of a process to get ahold of anything good.

Add more depth to trader jobs, which I know MESKA is gonna solve, but was FISHING really the best update to roll out first?
