If you're sure that you've applied paste correctly, that your cooling system is all working, and that you can't override software CPU draw any further, then you may just have to accept that you have a low-bin CPU with crap thermal performance. It sucks, but unless you're willing to get a more powerful cooling system or new CPU, you may have to live with it. I would still double check all the above, though!
One thing you could try, if you're willing, is to underclock your CPU. Power consumption and voltage can tend to a square relationship, so for a given reduction of voltage you should see a greater power consumption reduction; and therefore heat reduction. It may be possible to reduce your maximum temps to a more reasonable level without sacrificing too much performance.
Also, make sure you're not overdoing the thermal paste.

Yeah, I just double checked those things and I'm pretty sure it hasn't made a difference. I'm thinking of buying a new cooling system and then if that doesn't work I'll have to buy a new CPU. Also, I had to re-apply the thermal paste and there was a lot on it before, but this time I made sure that I watched a tutorial so that I put the correct amount on.
Would I under clock the CPU by using the Intel Extreme Utility program?

Don't know the program, but should be fine. Most CPUs have BIOS utilities too.
Try reduce slowly and steadily - treat it like overclocking - a small amount at a time, and benchmark to note changes in CPU power & heat.
Although it’s not going to help you’re issue with overheating, try downloading a program called Core Temp, it will help monitor your CPU's temp and clock speed for each core, and some other data too.
do you use a custom liquid cooling cycle or a AIO liquid cooler?

Do you reckon this overheating might be at the hands of the extremely hot weather in England at the moment, or has this been happening for a while now? My PC gets hotter than normal at the moment due to the high temp weather.

It’s been doing this for a while but it’s been crashing more since the hot weather kicked in.
I think I might buy a new water cooling system and then if that doesn’t work a new CPU, seeing as it has been doing this for a few months but has gotten worst recently.
u could always turn up your fans and also in this heat no idea if it does anything but try taking the side case off of ur pc

I was thinking about doing that but apparently it'd make it hotter as it would allow more dust to get in.

So you’re also saying you only have one fan in the entire PC other than the radiator fans? You ideally need one intake on the front and one exhaust on the back, at a minimum.
Have you verified your pump is working yet?
