The Idaho State Guard, formerly known as the Idaho Home Guard, is the state defence force of Idaho. The Idaho State Guard was created to replace the Idaho National Guard as a stateside homeland security force while the National Guard was in federal service. Formed during World War I and re-organised during World War II, Idaho State Guard was the first state military organisation in the United States to induct women into its command structure.

The legal authority of each state to maintain its own state defence force is recognised by the federal government of the United States under Title 32, Section 109 of the United States Code. Seeing the need for a state-maintained army not subject to federalisation, Governor-elect Thomas A. Kirkman will reactivate the State Guard on 19 July upon being sworn-in as Governor.

State Capitol Bomb Incident

Elements of First Battalion deployed at State Capitol

Today, at approximately 6pm, a mail bomb was discovered in the State Capitol by a junior Guardsman manning the front desk. 

The building was promptly evacuated by Guardsmen from the 1st Company, 1st Battalion performing security duties at the capitol, and local fire and rescue were called in to make the bomb safe.

Whilst the bomb was being examined by fire and rescue officials, a male armed with a Mac-11 compact submachine gun breached the external perimeter and attempted to interfere with the fire and rescue officials. Guardsmen attempted to peacefully talk down the man, but when he failed to comply Guardsmen were forced to open fire, resulting in his death and the regrettable death of a bystander in the crossfire, struck by the offender's weapon. 

The bomb was safely dealt with by fire and rescue officials, before engineers from the State Guard arrived and removed the bomb.

One officer and one non-commissioned officer are being considered for commendations by their company commander following this operation. 



Guardsman Recruit faces court martial

After an earlier incident today, a female Guardsman Recruit, whose name will not be released, is facing charges under Article 86 (Absence without official leave), Article 89 (Disrespect towards a superior commissioned officer), Article 90 (Disobeying a superior commissioned officer) and Article 92 (Failure to obey order or regulation) of the Idaho Code of Military Justice (Title 42 of the Idaho State Code) following an incident today involving a Senator and a Representative. No charges against the politicians are being sought by the State Guard, however one has been reported to his party for misconduct and both will be reported to the Ethics Committee of the State Government. 

The accused Guardsman was detained and charged on scene by her company's command, and was then promptly transferred into the custody of the State Guard Military Police. She is currently being held at the Fort Oakley Disciplinary Barracks and is awaiting a date for court martial.

A public statement regarding upcoming changes, 

It is my pleasure to announce upcoming changes to the Guard, ushered in by the new Idaho State Guard Reform Act, recently passed by the State of Idaho legislature, which legalises changes which we have been pushing for for some time. 

Chief among these new changes is the creation of a new policing agency, the Idaho State Guard Police. This agency was created due to perceived failings of state policing requiring action by the State Guard on numerous occasions, as well as an overlap of duties between State Police and Guard. This new agency will be semi-civilian in nature, staffed by State Guardsmen, it will carry out various functions in the civil and military realm such as military police and force protection, security of state officials and property, highway patrol and collision investigation, assistance to local authorities, major investigations, counter-terrorism, major emergency response, as well as search and rescue. Other functions are also inherited from the State Police, such as the management of certain funds like the state snowmobile search and rescue fund.

The State Guard Police will be led by a Director of Colonel rank, and I am glad to appoint Col. Arthur Walker of the Idaho State Guard to this role. A highly experienced military officer, I am entirely satisfied that he will fulfil his duties to the highest standard and lead the State Guard Police into the future. Still in it's infancy, we will be expanding the State Guard Police in the coming weeks.

I am also pleased to announce the adoption of a new Military Code of the State Guard. This will replace the Model State Code of Military Justice currently in use, and serve as both structural and procedural codes of the State Guard as well as serve as a Military Justice code. The code aims to simplify and document in one place the structure and laws of the State Guard, as well as to close loopholes such as the ability for military courts to try an offence which has already been tried under the civil courts and vice versa, violating the principle of "non bis in idem". 


There will also be general changes in structure, with even more staff becoming full-time rather than part-time/reserve, as well as changes to our basic training. We will continue to work alongside the community, our partners and our defence contractors to help keep Idaho the gem state.

Tonight the Idaho State Guard Police took delivery of the first new vehicle.

Since the creation of the new agency, we have contracted with WY-SEC Fleet Services to obtain a new fleet for the new agency, as well as updating the vehicles of our existing military police formation to give the agency a new, fresh feel. 

We will soon be fielding the following vehicles; Chevrolet Tahoe and Suburban, Dodge Charger, Mercedes Sprinter, Ford Crown Victoria as well as the Ford F150. 

Stay tuned, soon you'll be seeing our new vehicles patrolling the state highways with our newly uniformed Guardsmen inside, helping keep our glorious state safe.

Last night, the State Guard Police arrested Martin "Merle" Abrons, a serving Detective Corporal at the Marion County Sheriff's Office after he handed himself into us on charges of Aggravated Battery with a Deadly Weapon (ISC 18-907), Inhuman Treatment of Prisoners (ISC 18-704), Unnecessary Assault by an Officer (ISC 18-706), and Possession of a Deadly Weapon with Intent to Assault (ISC 18-3301) following an incident where he beat a prisoner handcuffed to a chair with his fists, baton, the butt of his rifle, waterboarded him, threatened dismemberment, before then shooting the prisoner in the leg with a handgun, which the ISGP were formally notified of a few days ago. 

Our investigations team from the Criminal Investigation Division worked tirelessly to interview witnesses and gather evidence against Abrons, in full secrecy whilst working with his Sheriff's Department, due to the fact that Abrons was a known flight risk. Overall 5 witness statements were gathered, as well as various images of the incident taking place, and a medical report of the injuries suffered by the victim, who has been left with a permanent limp following being shot in the leg by Abrons. 

Abrons appeared in court for an arraignment last night following a police interview, and plead guilty on all charges. He was sentenced to a minimum 15 years in a maximum security state prison, and now as a convicted felon has been withdrawn from the Idaho Peace Officer Standards and Training register, as well as from the licensed Bail Bondsman register.

[font=Roboto, sans-serif]We are currently reviewing any historical incidents where allegations of assault or corruption have been made against Detective Corporal Abrons and were handled internally by the Marion County Sheriff's Office to ensure that no further offences took place and were missed. If you have anything to report, please get in touch. [/font]

Abrons' behaviour was entirely unacceptable and by no means was it in any way associated with the vast majority of peace officers, who are more often than not good, honest, upright and hardworking people. It is our warning to any peace officers who may seek otherwise, that our Anti-Corruption Officers are always watching, and our report lines are always open to recieve reports about possible corruption - you will be found out, and you will be prosecuted. I would like to thank my investigation team, supervised by ISGP Director Col. Walker-Norman, due to it being such a high-profile case, for all their diligent efforts and hard work, as well as Sheriff Mondays and his office for their assistance in our investigation.
