Awaiting a response from the accused.
But from what I've gathered. I am assuming that MLGw0lf was speaking ICly in a different language which is allowed, speaking in OOC can only be in English.

But, what was said in OOC shouldn't have been said by MLG. However, I would like to hear his side before I conclude this.

Due to the fact that this is the first time this player has committed said offence, and that due to what was said I wouldn't classify as being major. A 20 minute blacklist from OOC will be issued against MLGw0lf.
