I generally tend to keep my friends list all cleared up. Plus, easier for other people to find a solution if it's all kept noted here.
You said you had a new OC. By that I'm assuming you mean overclock.
Clear the overclock (by resetting your overclock options in your system's BIOS if CPU or clear your afterburner settings if GPU) then try again.
Check Addons folder for .old or .part files. Cant remember what it generates. Reason Im suggesting this is at this time in the boot this is usually when Addons are mounted.
Have you tried running this with parameters for Windowed mode ? Tried full re-install ?
UPDATE If this happens to you remove HL EP1 2 When i did that it fixed it so it could be that
I doubt that was the actual cause, as that game serves as a piece of content for some items and props we use on the server but alright.
Are you confirming the issue is resolved now ?

I can confirm that something similar happened to me a few days ago.
I started Garrys mod and got stuck on the loading screen because it couldn't load the LL addons.
This has happened to me before and I suspect that whenever LL adds or remove an addon in the subscription list it will confuse your Garrys mod and you will be unable to load in.
I fixed this by unsubscribing from all LL subscriptions and deleting all addons in C:\Steam\steamapps\common\GarrysMod\garrysmod\downloads. Then I started Garrys mod up and resubscribed to LL addons again and it will start to download them to your Gmod and then it works perfectly.
Just experienced this issue, unsubscribing from all addons, launching the game and quitting (to make sure it worked) then re-downloading the addons worked. Didn't need to remove and Half Life content.
Happens to me me once a month
Simple fix
Rightclick gmod in your steam library
Click "Properties"
Then open up your gmod folder trough "files" and "game files" (or something along those lines)
Click gmod
Rightclick addons folder and rename it to "addons1"
Open gmod, wait few secs, close gmod and then everything should be working
Ps: you can delete the renamed folder afterwards
Resolved, saw user in-game successfully yesterday and even so has failed to respond, but other successful fixes have been posted.
If this doesn't work for you then please PM a Teacher or myself to have this re-opened.
