Summary:
I join Secret Service Lead, and the President has announced in the laws that vehicles are banned. This is obviously a dictator law, so I'm chilling on the Presidential floor with a P90 in hand, waiting for someone to raid. A guy comes up and starts prop pushing the President, so I cuff him and as I try to arrest, ForceGhost comes up to raid the President. Notice that in my first interaction, he's unarmed, within microphone range and within my line of sight. FearRP would apply to him at this stage, considering he is unarmed. He chooses to pull out a pistol over my P90, which just strengthens my FearRP over him.

As you can see in the clip, I have my weapon on safety, but still visible. As I approach, it is pulled out with the safety off by default. I quickly change this to safety, as I'd rather not have a lethal confrontation with him until I can figure out why he's here, instead of assuming he's here to kill the President. He takes me having my P90 out the wrong way, pulling a weapon (breaking Fear RP), and shooting me dead (RDM).

As you can see I have a Mac-11 in my hand during the whole interaction. I had it in my hands from the bottom of the lift. When you approached I asked you to put your weapon away, at that point you went from safety to pointing it at me so I opened fire.

Not sure what Mathis carbro did, but didn't seem to hit anyone, so I can't get him on prop-pushing in this instance.

ForceGhost was armed from his exit of the elevator, he was not in breach of FearRP.
Both ForceGhost and Nudelsalat were engaged in an armed raid of the President. Your case for RDM doesn't really apply in this situation, as they had valid reasons to raid.
