Summary: Context:
Keep in mind that in this period of time, no staff members were visibly around and Rocket was seen leaving right after all the incidents happened. It is certain he was not aware of what was happening at the time, however, I do not have a 100% sureness whether or not he gave permission for them to become dictators or do what they were 'roleplaying' to do.

From the moment I was involved in the situation, it became clear that the two involved Secret Service agents, being Besmir H and Aspire were involved with unwanted behavior alongside the two involved presidential members, being Nuttyplays77 and Sheck Wes.

The unwanted behavior/FailRP ranged from executions to random demotions without any context behind it, or to prevent from being overthrown as unsupervised 'dictators'.

We went to the police department to rendezvous and discuss what we were going to do about the secret service members and the presidential members, when we had Sheck Wes shouting over the radio, repeatedly, that he wanted to know what was going on. At that time, voices were heard from the background of his microphone, cloning those of some of the members involved, which makes me believe that they were involved over Discord.

This involvement continued when the two secret service members were called back to the police department, to then, apprehend them for their comments and corruption within the government. It was part of a bigger plan to take on the presidential staff for, e.g., ordering us to execute detainees instead of arresting them.

The presidential members however, next to being able to see it through the window of Town Hall, were also able to listen along as they were in direct contact with the now detained secret service agents. Thus, were able to be updated real-time about our plans to move towards Town Hall after detaining them. While myself and 'I don't have a name' moved up on Town Hall, the warrants for the secret service agents were (of course) denied and we were met with a barrier separating us from the president. At this point, we, one-by-one, got mass-demoted by the president with a ''Don't fuck with the Shelby family' as a taunt after it.


To our opinion breaking these rules:
Rule 1.1 Using other third party software to give yourself an advantage over other players is not allowed. - Using Discord or-alike to communicate with one another even though they were detained (thus not being able to use their radio).

Rule 3.3 Do not do unrealistic things out of context (FailRP). - Non-realistic presidency and secret service staffing to go along with it.

Rule 3.4 Powergaming is not allowed. Abusing the /demote command to get rid of a police officer holding you at gunpoint. - Even though I have no visible evidence of this, as I didn't expect him to demote me while I had him under gunpoint (I also didn't see he was typing), you can imagine I did not go up the Town Hall to detain people without having a firearm on me. When it became clear there was a barrier between PD and the presidential members, I pointed my firearm (as well as what other officers did) at the presidential members from a point they'd had to follow it to make them open the barrier. Before I could even tell them those options, they demoted the officer upstairs and myself.

Just to clarify I wasn't online at the time, I didn't give anyone permission to be a dictator, as I had already disconnected 2 - 3 hours before.

Okay thanks, I wasn't sure at the time cause I couldn't ask you, obviously. Cheers for the clarification.

Strange, the chat said you disconnected about after the mass-demotion. Thanks for the clarification though.
After checking logs you guys are right I was actually online I only disconnect 3 mins after his mass demotion.

I thought that you guys were talking about yesterday but after I checked logs I didn't see him doing anything yesterday so I checked the day before and I saw all the logs that were mentioned that day about his mass demotion, that's a my bad on me. 
Sheck Wes (STEAM_0:1:449541198) 

I've encountered Sheck Wes in game doing the same thing today for that I've issued a blacklist for. 
There doesn't seem to be any evidence against nuttyplays or Besmir.
Spoken to Wesley who confirms there's no viable evidence for Besmir or Nuttyplays, so any punishment for those two are being denied.
Player report approved for Sheck Wes and Aspire.

Aspire will receive a 2 day ban and 3 hour Police and Weapons blacklist for executing as a Secret Service Agent.

Sheck Wes will receive a day's suspension and a 2 hour extension to his current President blacklist for continued random demotions.
