So I noticed this issue yesterday where 50% of the car textures just looked so fucked up. I followed 's Thread but this time it didn't work. I do have CSS and HL2 installed.

Put your texture detail on high in your video settings, that should fix it

Changed it from Very High to High and it did not fix it :c

Have you downloaded all content packs, if you have try reinstalling them.

Tried that earlier, didn't work

After re-installing the content packs yes

Set the model detail to high. Texture detail is a different thing to this issue.
