So, the first Tase was not "random", as the SWAT unit wanted to drag you to a cell, so that he could deal with you, because you were arresting a paramedic for trespassing when he was coming to pick up bodybags (proof bellow):



Also you could have handled the situation IC, instead of making a PR over it.

Just to prove the tase was to drag you into the cell (the timestamps are not very accurate because I really don't want to go through the entire footage), you can see there is a short time between the tasing (finding you in the elevator) and you getting placed in the cell:
