You can only buy the swat riot gear when on the swat job.

with moderative help of    and    it turns out that i am unable to buy new suits that REQUIRE REP, otherwise i can use the suits freely

It states in the description of said clothing items the requirements, think you maybe misunderstood or didn't see said REP requirement.
