Only one thing will work, though. SeriousRP. Turn LL into SeriousRP. Lose the 'semi'. If you've ever played on HL2RP on Neb you'll see that the quality and seriousness of RP is a million times higher.
The threat of a permanent kill (both of inventory, finance and character) gives incentive to roleplay properly. Currently nothing is special, because it can't be lost.
Until you get straight up murdered and all you get is constant whining in OOC.
How often do you get murdered in real life?

Missing the point. You don't respawn in real life. Killing someone in a GMOD RP server is not the same as killing someone in real life. Unless you intent to give a murderer a genuine life sentence it seem daft to me to add consequences for the... murderee?

If we are gonna be Serious RP, we would be actig a LOT more like real life. So dieing in the game will have to be like losing your actual life and having to start all over. I think you’re missing the point of perma death. The longer you live, the more infamous and experienced you become. If you wanna act like an idiot and act stupid in a sitution where you are meant to RP real life and not a Gmod Server, then you lose any chance of progressing.
Don't believe permanent death is the solution - don't think losing everything is what LL wants.
I think death = loss of access to character for a certain period of time and possibly losing some things but certainly not everything. (ie. Can't lose money in the bank, items in storage, etcetera)

Everything on your char dies, incl. your char. I think this would at least force some bankRP/storageRP and generally just benefit passiveRP.
Make money harder to earn through 'afk/whoring/non-rp' means. Increase price on vehicles, weapons and decrease price of RP utilities. Find some way to generate money through PassiveRP, e.g. Changing the economy to make foodshops generate a fair profit.

Sounds to me like ArmA III Life's sentences have to be implemented if these type of changes would ever be implemented.

That system looks mhmmhm. This is one of the reasons why I want SeriousRP

OK, what about the trolls? God knows LL gets enough of them. What's stopping one from buying a gun and then doing what I said above? Nothin'. YOU and others may act serious, but I guarantee 80% of the server wouldn't even consider it. Uness you want to lose 90% of the playerbase.

Would rather have 200 amazing RPers than 2000 mediocre ones
It feels a tad like cops and robbers, we don't see many people actually doing some nice passive RP anymore like a bookstore and people roleplaying buying a book or use the Rockford Foods Store.
I think we should promote passive RP a bit more since we don't always have to have shootouts and high-speed pursuits all the time...

Who do you think would join the server and spend 50 hours PassiveRP'ing to obtain a weapon for the sole purpose of killing people? Do you think people would be refunded for getting RDM'd? Obviously.

Only way to make the majority of people play more passive jobs is to improve the financial gain from them.
The only other possible option is an entire server wipe to rebalance the economy, but that's a big no-no (think of Nev's 50 million), people don't like seeing years of work wiped away
Lastly, you stated you rather have 200 good roleplayers vs 2000 normal players, but this server has to be payed for somehow, and more players = more payers

More players = more costs
Less players = less server slots = less suggestions = less developer pay = less staff etc.
