From what I recall, this is only happens rarely and can easily be worked around by restarting your Garry’s mod, but it’d be nice to see a permanent fix.

thank you i did not try this as i just decided to switch weapons but i will check next time i load into the server again
What you need to do is change your scope quality to medium. In the CW 2.0 settings (It's in utilities I think)
Remember this changes on respawn so do it before you go SWAT.

Fix but could you give step by step instructions because i cant seem to find the settings page your are talking about for CW 2.0

When you press Q, you want to go to utilities/settings on the top right. In one of these tabs, you should see CW 2.0
Then you want to go to Scope and change it to medium. Laser quality doesn't really matter, from what I have experienced.
Upon respawning your scopes should be fixed.
If you want a better explanation, I could always put a video together for you.

SORRY! Yes thankfully stells fix worked, i just had to turn down the scope quality and the sights re aligned themselves, this can be closed, thank you everyone
