What do you mean it's broken exactly?

The reason it says nil is because the President (or anyone who has the authority to directly issue a warrant) does not enter a reason, but rather just the time (in case of arrest).

Or do you mean that all warrants are nil no matter who issued them?

You get the old warrant that shows the reason.
