Okay. But how does that have anything to do with Brin? If you didn't want to kill him in the first place then that situation shouldn't have made you want to kill him any more.
And I'm assuming the reason why the police was going to arrest you was because you were waving your gun around pointing it at Brin right in front of the cop.

nope i had my gun on holster i wasnt gonna kill brin but the cops tried to arrest me so i made brin my hostage and that didnt work out so, but i just wanted to go to the community until he just draw a gun on me thats when i pulled out my gun

At what point did you say I was a hostage to them? You were speaking with Riggs for like a minute and a half and at no point did you say I was a hostage until he was going to shoot you.

also Brin broke fearp i told him not to move on 4:13 i told him not to move and he backs away also The officer before i killed Brin was going to jail me and my friend Pufitee killed the officer cause i wasn't going to jail my goal hasn't been switched honestly i had vaild reason to kill Brin for branishing a firearm on me but i tried not to take it that route instead call the Police and that didnt work so i went with hostage brin but brin kept moving so

Toro PDX's job is not a criminal job. Killing someone for pointing a gun at you AFTER the fact (not self-defense but revenge) is not a valid kill reason for a non-criminal job (and even with a criminal job it would be questionable, would depend on context).
Additionally, Toro PDX's character has already decided to hand Brin's character over to the police. The following confrontation should have no effect on this decision, and certainly should not make it Toro's first priority to execute Brin.
Further on that, making it your top priority to execute an unarmed citizen while you are in a shootout with the police (instead of shooting the police or running away) can be considered FailRP.
Note on FearRP - while you are technically immune to FearRP while having your gun out regardless of safety, it is FailRP to act like you completely don't give a damn about someone pointing a gun at you and attempting to make you surrender. I will not consider this in the punishment but take this as a note.
On Toro's claim that Brin broke FearRP - debatable, a lot of the time the movement happens when Toro's body is facing towards Riggs. And the cop with the gun shouting orders is certainly not helping. Conclude that FearRP was not broken by Brin within reasonable doubt.
Finally, the accused player can be heard calling players retards on 2 separate occasions in an OOC context via voice chat.
A weapons blacklist and an OOC blacklist will be issued.
