The purpose of this thread is to discuss the rules. This thread is not a suggestion thread and the purpose is not to make any changes, but simply to talk about them in any capacity. As this is a discussion, please try to remain open and honest about the topic, not the users.
I'd like to start this off with Images, Avatars, and Signatures: Rule 6.
Rule 6 states: 6. Steam messages need permission from the other person before being posted.
This rule is repeatedly ignored, especially in the "courthouse" section of the forums.
In the past 24 hours, both one user and one administrator have directly violated this rule by posting steam conversations without prior consulting the user in question and receiving permission. While there is value to said information, it simply cannot be used unless consent was given, as per forum rules.
I have read over the forum rules a few times and there are no clauses in there that allow for anyway around this rule. Simply put, weather or not someone discusses this community anywhere outside of this community, the community has no say nor jurisdiction on anything that isn't owned and/or operated by Limelight.
I'm interested to hear your opinions on this, or any other rules that don't make sense, are not followed, loop back or loop holes that are presently within the rules (Game Rule: 3.1 comes to mind), or anything else rule or reply related.

That's such a strange rule, I never understood the purpose of it (the Steam chat rule)
Honestly that Steam Message rule needs to be taken off. It's more of a common courtesy at this point to ask for permission, but in a situation where Steam messages are usually pieces of evidence, it makes sense to not get permission from the guy you are about to report. Worst case is that you have to wait until staff have to force the permission through, which is a pointless extra step.
In my opinion there should be no situation where you can post Steam messages without the clear consent of the other person.
Where I come from, this is actually illegal and falls under a constitutional law, which states that you have privacy of correspondence.
So this rule has a point and people should follow it. Breaking this rule should be punished more.
Plus if that message is being used as evidence, that evidence should not have any value.
1.5 Listen to admin decisions; they aren’t negotiable
From what I've seen as a player and a staff member now, it seems this is an excuse to avoid repetitive arguments, but then again, I've seen staff members use it as an excuse to avoid someone arguing against them with valid points. I think this is something HR has to look out for more instead of just brush it aside as a regular rule that doesn't have a downside.
1.13 – Do not trade your in-game money/items for real money, CS:GO skins, game keys, or anything else that's not other in-gamemoney/items. The only exception to this is Membership - you may trade in-game money or items for someone else to buy you membership on the server.
I don't know if this is a legal issue or something, but this feels like it's a player's decision to what he does with his IG money and items. Not something that can be dictated by staff.
3.2 - It is not allowed to roleplay rape or any other form of sexual abuse. You are also not allowed to use real-life extremist names or symbols.
There was a discussion about this somewhere and I honestly don't know why we don't allow these. Rape on one hand I can understand as it allows for powergaming and in most times it's cringey, but on the other hand it's the player choice to do what they want. If we feel we will traumatize someone, that isn't our problem. If people are that sensitive about it, I guess we should not allow torturing and other physical horrors we allow IC. The other part about real life extremists is actually surprising that it's still here. We don't allow Nazis, ISIS, etc., but we allow other smaller extremist groups that don't get called extremists group a lot, such as Black Lives Matter or Communistic Groups (Yes, they do slip through sometimes.)
5.1 - Do not run people over on purpose (CDM), and always try to brake/avoid people on the roads.
It's a good way of self-defense, especially for LEO's. The avoiding people should obviously stay, but running people over should fall under RDM rules and allow for IC reasons to use your car as a weapon.
5.3 - Do not build your own vehicle without staff permission.
This is just silly. If it's realistic and fits the player's RP, it should be allowed. Not to mention it takes skill to build one with the limitations players have, so why not?
9.1 - As with everything else, you need an in-character reason to hostage someone. Do not call the emergency services just to hostage them, and do not hostage firemen/paramedics if they have to come into your base to do their job. You can ask for $2000 per hostage maximum, and
you must release them once your demands have been met. You must look after your hostage the entire time – do not leave them tied up in a
room alone.
The economy is way worse than having a 2k limit. Make it 10k so that it's actually WORTH TRYING to get the money.
11.1 – You may impound cars for appropriate reasons. Impounded cars must be returned to the owner when asked in return for a warning
or a fine.
Should fall under scamming. Doesn't need its own rule.
11.2 - You may build a roadblock while playing as a government member, with permission from the President.
Shouldn't be a rule. Leave it IC.
11.6 - The maximum you can fine someone for is $2000.
Again, economy has changed. Make the max 5k
11.8 - You require admin permission to become a dictator as President.
I've changed my opinion on this and noticed that it is kind of boring to not have a dictator every once and a while. Leave it up to the player.
13.1 - When mugging players, you may demand a maximum of $500. You may not mug the same player twice within 15 minutes.
Make it 1k max.
13.6 – The anarchists’ primary focus is petty crime (vandalism, muggings, etc.). More serious crime should be a rare occurrence and happen due to very solid RP reasons and a with a well thought out background.
Make this include limiting them to cheaper items, such as beat up cars (Like the Mercedes Benz being ok, but it needs to have the skin that makes it look beat up) Ak's and UZI's being the best weapons they can get, and run down looking hideouts.
Now, some of these will be abused for the first week just like when IC discrimination was allowed, but after that, it will die down.
- 3.7 - Do not raid as a Doctor, Chef, Gun Dealer, Mechanic, Taxi Driver or Security Guard.
- 3.7a– All the jobs in 3.7 are meant to provide a service for the city. Do not lock yourself in a contraband room or otherwise seclude yourself from
- everyone and refuse to do your chosen Job’s task. Additionally, the jobs in 3.7 are not meant to commit crime which is unrelated to their job.
Why give Doctor, Chef, Gun Dealer, Mechanic, Chaffeur or Security Guard acces to Contraband if it is not allowed ? I only saw people with these jobs having contra without any criminal background.
Just seems to wait for people to commit a rule breaking to punish them.
I'm missing a
base rule like:
You're not allowed to block off more than 1 entrance to your building.
Exception: The building only has 2 entrance doors, then you're not allowed to block off any doors.
Way to often people just block off the back door, or have 1 entrance to a building where they camp.

"and refuse to do your chosen Job’s task". Having contraband is fine, so long as you're actively doing your job too.
