The perks only apply to those who have purchase £10 worth of Membership. You also require an active membership in the community as stated:

As Sours has stated above, you need to have an active membership with us to be able to take advantage of the suits and certain police vehicles too. You've stated your membership has expired, and this will need to be renewed if you'd like to use the other perks.
