What is your largest interest in development? Quality Control, learning GLua and maybe PHP.
Do you want to work on anything in particular? Quality Control, Fixing any bugs or glitches, maybe working on a bit of Derma.

Honest question, how would you be able to do quality control while permed?

Previous Experience Y/N: Little, but I have an idea of what I'm doing.

If yes, what field & skill level: Animation, very very little bit of Lua.

What is your largest interest in development? Animation for sure. I find it really interesting, and have done a little prior to the animation contest, where there was a suggestion by to create an animation for steroid usage, which I'm currently trying to create.

Do you want to work on anything in particular? Preferably animation yes, but I wouldn't mind trying to learn some Lua as well. Anything works.

What is your reason for interest? (Money, Impact on LL, Useful Skills, CV/Resume Builder) I'm really interested in animation and development as a whole, just to lend a hand. Money isn't really a motivation, it's just a skill I'd like to improve on so I can state it down on a CV for the future.

If yes, what field & skill level: Small-time development for a community a couple of months ago, making a few scripts and bug fixes in LUA. Also know advanced photon and have published several vehicles on the steam workshop.

What is your largest interest in development? I love the freedom that can come from it, and the happiness your scripts and addons can bring to others.

Do you want to work on anything in particular? Either suggestions or bug fixes section, am happy to try anything LUA-wise if needed.
What is your reason for interest? (Money, Impact on LL, Useful Skills, CV/Resume Builder) Impact on LL (recently returning after being a long-term member, want to give back the enjoyment I was given from LL)
So wait, do you get taught to do a certain bit of development? Say modeling or do you need experience?

I'd prefer prior experience, however, we do have some availability to teach.

The process of how we're going to handle this will likely be on a case-by-case basis, but we will be offering support and learning resources in exchange for clear commitment. We recognize those with little experience won't be able to contribute much initially, but we simply ask that you be proactive in learning.

We will give prospective developers the right direction to head in, and if they prove they're trying and will be a future asset to limelight, then we will aid the process with paid courses, and development sessions where your code etc. will be reviewed. 

This is very much a fluid process and is the first attempt we've done of anything similar to this, so the 'program' is consistently being developed, but to directly answer your question:

Treat this as a semi-voluntary apprenticeship. You'll be given aid in learning, and pointed in the right directions, and given support by the team. If you show capability and consistently, then we'll look towards paying for resources that can aid your development on a rolling basis. If you continue to get better and can begin producing assets for limelight, you'll be given the option to be paid for your work as a normal developer would.
