Summary: Give us context and what rules they broke.
Meta Gaming
Statement 1:
Toro PDX, was in a police chase you can see this from <00:49>, mid-chase as he goes past me and I saw something and he immediately stops, exits his car and proceeds to put me under gunpoint. He then starts to put me in handcuffs and ask for my ID. He runs my name through the PoliceDB but it fails, he tells me to get in his car so he can try the PoliceDB from there but before that happens, two mechanics come up and start speaking with him, mid-conversation he just arrests me, after saying the PoliceDB failed, (he says this at <03:37>, meaning he couldn't have possibly known I had an arrest warrant.
Statement 2:

The only reason he exited his vehicle when I said something was because he remembered my OOC name as earlier he caught me and put me in cuffs after a pursuit, but before he could arrest me my friend came and got me out of the situation and we drove off. This was at least 5 minutes before anything that happens in the first statement.

This is Meta Gaming as he only got out of his car after I said something in voice, at which point he saw my OOC name, recognized it and started to pretend it was a random search.

Evidence:
Thank you for your player-report, Wheatcake.

It will take a while for it to be reviewed by our staff-members.
Meanwhile, the accused player and witnesses may reply to this report.
Awaiting a response from Toro

Your ANPR may have picked up that my vehicle had an arrest warrant upon it. But that doesn't mean you can assume it is mine straight away. You need to run the plates on it through the PoliceDB. You also said the PoliceDB wasn't working so you asked me to get in your car to try it there, but before you did that you said you got a 'panic' call and arrested me, without checking the PoliceDB in your car. Therefore you meta-gamed to know if that blue car was my car, which you could not have known. Oh and if your car was destroyed why were you in such a hurry to arrest me and respond to that panic call without a working car?

Also you obviously knew it was me from earlier who owned the car as you jumped out of your car and ran as fast as you could over to me with a firearm pointed at me, you even told me to put my hands up like I had a rocket launcher on my back, you did all this instead of just asking for my ID. You knew I was the dangerous and the owner of the car because I opened my mic and you saw my OOC name.
i did ask for your I.D the policedb doesnt work at the fist search but the seocnd search it work it reas Warrant: running from police , government pass none and your arrest records i have to file a bug report bout tht policedb but it work only the second try thts why when people runs my name they try it once and assume i hve a fake I.D but they dont type it right or they not re trying searching it
The ANPR does give information about the person owning the car is wanted, but Wheatcake wasn't near the vehicle.

Why did you get out of your vehicle as soon as he spoke?

If your car was broken, why did you get out of it there when in the video I can see you didn't crash anywhere close to Wheatcake?

If you wanted to ask for an ID, why did you decide to stop and get out mid-pursuit and ran up to him whilst aiming a rifle?

If it worked the second time why did you request him to get in your car because it didn't work?

If it didn't work why did you arrest him?

The ANPR does give information about the person owning the car is wanted, but Wheatcake wasn't near the vehicle. hw was across the street from it

Why did you get out of your vehicle as soon as he spoke? i got out just to talk to him

If your car was broken, why did you get out of it there when in the video I can see you didn't crash anywhere close to Wheatcake? my car was already damaged when i kept running into tht red dodge i couldnt keep up

If you wanted to ask for an ID, why did you decide to stop and get out mid-pursuit and ran up to him whilst aiming a rifle? that i didnt mean to but i put it away

If it worked the second time why did you request him to get in your car because it didn't work? it didnt work the first time but i didnt work the second time

If it didn't work why did you arrest him? it takes 2 x so it to work

Here you say it worked in the second search but you asked him to enter your vehicle to search because it didn't work.

You don't get out of the car just to talk with him in the manner that you did though.

If you got out to just 'talk' to me, why did you gunpoint me for quite a long time, (even though you said it was an accident you still kept it out for a long time, even after I was hanfucffed), as well as put me in handcuffs. If all you wanted was my ID you had no reason to put me in handcuffs or believe that I was a threat.

we have bugs you know in order to put my gun away i hve to holster then pull it out of my inventory then have it on my back
No, E+R for safety or just hands/keys.
Whats even happening with this PR anymore?

Denied.

The Police Database is a bugged feature and sadly if it did work he would be able to get the information so it was in the end due to a bug.

One thing I would like to point out was Toro trying to get the ID, check it via the database but once he gets a panic call he just arrests Wheatcake, which does raise suspicions but in the end it can all be tied to the Police Database being faulty.
