To be honest, it's generally like this in all lower vehicles (Meaning not Tahoes and Suburbans).
I believe it is simply where the creators of the vehicles have placed the seating of the players.
This is not a bug. It's merely the fact the car was designed that way.

This image isn't a very good example since nobody is actually sitting anywhere. The camera could be mounted high or low on that chair.
I agree that the seating position is too low unless you have a very short back, the eye level appears to be inline with the wheel.
