Description: SWAT don't seem to have the membership status requirement at the moment. There is a requirement for a history of membership, but not membership status, which would suggest current membership being active.

Since when have you experienced the bug? I'm not too sure, but I've only really paid attention to this recently.

It was always like this, I think?

Intended behaviour. Non-membership users have always been able to be SWAT, so long as they had membership in the past.
