I cannot determine whether he had enough reason to shoot at you from that small video. You say you are not armed or dangerously driving but how do I know that from this video, you could be driving away from running over 3 cops and 2 citizens etc.

Unless you can provide a video of the whole chase and preferably even the immediate events before the chase, this will be denied in 24 hours.
