1. INTRODUCTION
This handbook was created with the purpose of teaching people on the ways a Checkpoint operator must work at the time of their shift, and although this gets thrown out the window, I (the author) think that some people will learn from this guide
2. ATTITUDE DURING THE SHIFT
A great attitude may be important during your shift as a Operator of the Booth you'll work in, this is the same as if you were working for Customer Service in a local shop, If needed, you may be passive-aggressive if the person you're dealing with is failing to comply with the indications like it'll be shown below
Quote:Operator: Hello there, may I see your driver's license or any ID that contains your name and a picture of you please?
Driver: Of course
*Driver shows his driver's license to the Booth operator*
::IF NEEDED, You can ask the following::
Operator: What are you bringing into the Evocity Capital Territory?
or
Operator: Do you have anything to declare?
Driver: Nothing/No
In case that the driver is on a hurry
Quote:Operator:Hello sir, may I see your driver's license or any proof of ID that contains your name and a picture in it, please?
Driver: Sure, but make it quick, I'm in a hurry
*Driver hands his driver's license to the operator*
Operator: Don't worry, I'll try to get you on your way as fast as I can
Driver: Thank you
3. USE OF THE DATABASE
During your shift, It'll be essential that you consult your database to see if the driver has outstanding warrants, unpaid tickets, suspended license or other kind of thingsYou can consult your database with the following command
Quote:/policedbOr you can even request a check of the driver's details by doing the following, if you are too lazy to use your database or if it doesn't show anything in it's system, but It takes longer
Quote:/radio <Can I get a license check on a [INSERT NAME HERE] with plate [INSERT PLATE HERE]?>If you capture the plate, you can call it in as well
4. DEALING WITH UNEXPECTED SITUATIONS
At the time of your shift, you may deal with unexpected situations like the driver wanting to back up with vehicles behind him or when the driver faints while checking his details, It's always one of the things that you'll deal with and here's how to deal with themIn case that the driver wants to back up with vehicles behind him
1. Advice all vehicles that the driver in front of them will back up
2. Close the lane to prevent more Jam from coming in
3. If you can, create an advertisement warning drivers that there will be vehicles backing up in "x" lane if if possible to use the oncoming traffic lane
4. After all vehicles are backed up and the driver who wanted to back up has backed up and made a U-Turn, you can re-open the lane and let the traffic flow again
In case that the driver faints during detail check
1. Check the driver's pulse, don't want to happen that he's entered in a cardiac arrest
2. Immediately notify Comms and Emergency services and close the lane
2A. If there are vehicles behind the driver, advice them to back up and pull over or yield to Emergency services
3. Drag the driver out of his/her vehicle and perform first aid if needed
4. If needed, ask your secondary booth operator to open the oncoming traffic lane to get Traffic flowing
4A. DEALING WITH ARRESTS
During the time of your shift, you may see cars that have owners with outstanding warrants for arrest as for a Scofflaw or any other violation, but here's what to do first in order to know if the owner who is entering the ECT (Evocity Capital Territory) as shown below
1. Call in the Driver's name and Plate
2. If it comes up as "Warranted for arrest" you may proceed with the following points, if not you can continue with Topics 4B-7A and 8 that are indicated in the Index
2A. ::IF WARRANT IS POSITIVE:: Approach the driver carefully
3. ::IF WARRANT IS POSITIVE:: Notify the owner that he has an outstanding warrant for arrest
4. ::IF WARRANT IS POSITIVE:: Order the driver to step out of the vehicle and face it with hands on his head
4A. ::IF WARRANT IS POSITIVE:: If required, call for additional units and close the lane where the warrant is being enforced
4B. ::IF WARRANT IS POSITIVE:: If the suspect is uncooperative, resists arrest, or tries to flee or run off, you can use force,
5. ::IF WARRANT IS POSITIVE:: Continue with normal arresting procedures
6. ::IF WARRANT IS NEGATIVE:: Notify the driver that there are no outstanding warrants against him, and continue with normal Inspection Procedures
4B. DEALING WITH UNCOOPERATIVE PEOPLE
In case you need to deal with uncooperative people, here are the procedures you need to follow, technically the same thing in point 4A. but in the cases of dealing with uncooperative people
1. Notify the person that entry will be denied if he refuses to co-operate
2. If the person continues being uncooperative, warn the person a 2nd time
2A. If the driver is still being uncooperative, you may use non-lethal force to enforce an arrest
2B. If needed, call for additional units and close the lane where the event is taking place
2C. If drivers are to be found, notify them about what's happening, and if it's possible open up the oncoming traffic lane to get traffic flow going into the main area
3. Continue with arresting procedures as if it was a felony stop
5. DEALING WITH EMERGENCY VEHICLES WHEN OTHER VEHICLES ARE PRESENT
We all now that during this point we start to forget what we need to do in here, but follow the procedures shown below
1. Try getting the Oncoming traffic lane open for the emergency vehicles
1A. If the checkpoint has a concrete Traffic island, tell the driver of the emergency vehicle to back up and to proceed on the left lane
2. If you feel forced to, suspend the current check-up of the vehicle and let him go on his way to let the emergency vehicle(s) go through
3. Continue with normal procedures
6. DETECTING FALSE IDENTIFICATIONS
Detecting False ID's isn't that easy of a Task to do as it requires of 2 things, a database and a ID scanner (if you still use those things) but "How can I know if the ID is fake?" good question, and to solve it, there are some procedures you need to follow like shown below1. Input the Fake name into the database
1A. If no record of that name is shown on the system, then you may need to contact Comms (dispatch) so they can check in the name
2. If Comms (dispatch) has no record of that name in their system, then It's probably a fake ID and you'll need to perform the arrest procedure as if you were in a felony stop
2A. You may need to use an ID scanner to see if the ID is fake or not
2B. If the ID is real but no record of the name is shown in the system, you may decide if to take the ID holder in for a Identity check
2C. If the ID turns out to be a fake, close the lane, and continue with Felony stop arrest procedures
6A. DEALING WITH PEOPLE WITHOUT ANY IDENTIFICATION
All of us have had to deal with this kind of person, I kid you not, but to see if the driver you are dealing with has something to proof his/her identity or not, continue with the following procedures
1. Ask the driver if she has his/her driver's license with her, if she replies no, ask if she has something with his/her name and a picture of it, if she still replies with a no, you may need to ask for her name so you can input it onto the database or check it with Comms (dispatch)
1B. If the driver does say yes to the 1st things stated on point 1, you may continue with normal procedures
2. If the driver doesn't want to give you his/her name, Your last resource would be checking the license plate with your database or with Comms to figure out his/her name (OOC: In-case you do mention the owners name without prior checking the police database or calling the Plate in via "/radio" that could get you into trouble, but If you did check her plate in the police database or called it in via "/radio, that shouldn't be a problem)
2A. Continue with normal procedures
6B. DEALING WITH MASKED PEOPLE
During your shift, you may have to deal with masked people, and there are special procedures you must follow which will be shown below
1. Approach the driver carefully and ask for his license or any ID
1A. If the masked driver does hand you any license or any proof of ID, you may continue with normal procedures
2. Ask the following questions
Quote:Operator: Sir, Why are you masked?2A. If the person refuses to answer the questions, you may ask again or continue with normal procedures, although it is recommendable that you continue with normal procedures as he/she has the right to refuse to answer any of those questions, and may need you to call your superior officer if you persist to ask that question
Operator: Is there anything to hide?
3. If the masked person doesn't hand you any proof of identification, you may need to ask for his/her name
3A. If the masked person refuses to hand out his license, Proof of ID or their name, you may need to close/delay the waiting vehicles and take the guy in for Identity checks
