It actually does,
You can appeal for the first UBR anytime you want, preffered close to the date you got banned.
For the ones following it;
Bantime over 1 year - You are allowed to post an unban request 3 months after the first denial, then every 8 months after the previous unban denials.
As Bambo has provided you with a sufficient answer and I see you have an unban request open right now, I'll be closing this by midnight tomorrow if you have nothing further to add so please do let us know if there's anything else!
