Why should you be unblacklisted?: Laying out the circumstances first. The person who I was blacklisted for shooting was an armed and dangerous subject who was fleeing police, and had already taken officers at gunpoint. According to rule [font=Lato, sans-serif]12.12b - You can shoot [/font][font=Lato, sans-serif]at fleeing vehicles only if the drivers are armed and dangerous or if they are clearly a threat to citizen/officers with the way they are driving.  The exact blacklist reason is, "Failrp/Excessive use of weapons as a police officer, killing a player whom was under FearRP and not an immediate threat"   The player was not under fearrp, as I had not said anything to him to initiate fearrp. I also fired upon him due to the fact that he had several armed friends driving right behind him, and an attempt by me to run up to him and attempt to cuff and detain him would most likley lead to me being shot by the gunmen pulling up in the vehicle behind him. As for excessive use of weapons, that seems like that would be more of an in character thing along the lines of corruption. I would classify an armed and evading gunman who has no issue ambushing police an immediate threat.[/font]

Since you waited two months to appeal this blacklist I'll do my best to recall the events of the situation from memory.

2.1 You must follow FearRP – Your character must act afraid of life-threatening situations or of any visibly armed people. You must follow orders of visibly armed people as long as they are able to harm your character at that moment. You cannot draw a weapon while you are in their line of sight and within effective firing range. The only exception to this is if you are also visibly armed. (Visibly armed = holding a weapon in hand, regardless of safety mode).

As you can see in the rule, you do not need to make verbal contact with someone to initiate FearRP. It exists when someone is holding a weapon in their hands, which you were also pointing at him through his windshield, and that he had quite clearly acknowledged.
From the replay, he was the only one in his vehicle, and had come to a complete stop directly in front of you. He was making no attempt to run or otherwise act towards you while you were out and pointing your shotgun at his front window. Within the better part of three seconds you then shot him outright, rather than trying to take him into custody with the position you had. What I also recollect from the playback is that he did not have backup in that circumstance; his associates otherwise preoccupied or unavailable to help. You made the decision to shoot him rather than to take him into custody, which I saw as FailRP in that instance. You even said so yourself - you made no attempt to talk to him and do your job. You looked at him and shot him.

I have been told by admins previously that you must verbally initiate fearrp in a chase situation so that the other person is aware you are trying to stop them.

He literally skidded to a stop so he didn't hit me or my vehicle and slid up to me as I fired at him. I did not have a very good position, I was standing in the middle of corleone street with a shotgun while baddies with long range rifles pulled up down the street.

He did have two people driving in another vehicle behind him, which I also fired upon. I was not going to stop and type and put myself at risk when I have three heavily armed criminals infront of me, I took the route that enabled me to handle the situation the safest way possible, and once again: 12.12b - You can shoot at fleeing vehicles only if the drivers are armed and dangerous or if they are clearly a threat to citizen/officers with the way they are driving. I was acting perfectly within the rules. I'm sure you can agree with me on this that people who are looking to kill you tend to take advantage of you standing still like a statue while you type.
Do you have any evidence to back your claims? As you decided to wait two months to post an unblacklist request, any records of the event are long gone from the server.
