Summary:
Accused party was seen driving a stolen vehicle. I was partnered up with Nacreas and the vehicle popped up as a GTA-alert on our ANPR system. We pulled him over and failed to confirm his identity as the rightful owner of the vehicle. We did get his identity itself, so I decided to push through a warrant regarding Grand Theft Auto for driving a stolen (marked as) vehicle. Accused party then (and during) complained about the IC situation on the Global OOC chat and OOCly in a verbal way before insulting me as he wasn't getting the result he was hoping for by complaining in the Global OOC chat.

I therefore state the following rule as broken by the accused party, and thus the reason for this Player Report:
- Rule 1.4 - Allegop decided to insult me on the Global OOC chat after seeing he wasn't getting a rise out of me by complaining about the IC situation on the Global OOC chat after the arrest. The insult was in connection to the arrest involving him and me.

Another update, about 20 minutes later:
Accused party came and followed me to the same location and started harrassing me, I decided to place him under arrest and he is still throwing around insults on the OOC chat:

Five minutes later he posts this in the OOC chat after I had knocked him unconscious for not complying to given orders and harrassing me further in the situation:

The evidence has been reviewed and the accused user has been found guilty of breaking the following rule(s):

1.4 Do not insult players or staff in Out-Of-Character chats.

The user will be issued a OOC blacklist alongside a suspension.
