See, the problem with assuming someone's ability to do something based on a number that would ''represent'' your roleplay hours (I know, it represents your time spent on Limelight, but people often don't see it that way) is that you don't know anything about that person's background to start with. For all you know he/she already has quite a few years of roleplay on their background.
Thing is, the only way to test someone's ability to take such a role (and not just this one) (semi-)seriously would be a whitelist and a (little) set of randomized questions to check someone's knowledge or at least willingness to learn (in which there would be a bunch of FTOs/supervisors at the ready to pass certain knowledge off to them).
I know a few things myself and I am sure there are many others in the community that can contribute to that, so a whitelist with a training program (for those that require it) could be quite interesting.
I just think the emergency force (presidents, vice-presidents, secret service agents/special agents, law enforcement officers, firefighters and paramedics) can be improved and a whitelist would certainly be the way to start that.

I don't think a forum thread would be the way to go. If you're going to whitelist a certain department, I think there should be people that lead that department.

And next to in-game evaluation, we (if I would be a FTO or supervisor of some type or rank) could then order the applicant or recruit to partner up with someone that has been whitelisted as a LEO previously and have shown the ability to give a detailed and trustworthy evaluation on the applicant/recruit.
Don't worry, there are a bunch of things we can do after a person is applying for whitelisting. I actually was a recruiter (and Captain of a specialized unit) a few years ago in a community so I am sure that with the help of a few others, some management, this could definitely be done.
Totally agree with Wesley here hours sometime really means nothing,well sure if taking me as a example it does mean something,pop on the first time and being to nervous and afraid getting into trouble D/Ced after a gun dealer come to FD harass me for not responding to the 911 call,all i'm waiting is for the dispatch order which i didn't realize that it went 10-7 and i'm struggling in responding or not at last the gun dealer breaks NLR but i do not have the confident to report to a admin instead i try to get him away from me and then D/ced just because D/C during roleplay situation is against the rule.
Personally i thinks that every officer should keep a idea in mind that a suspect which is called "suspect" is not the offender unless court or sufficient evident point that the person is guilty.Police is not something about finding reason to arrest someone which i've done wrong for the first half of my roleplay which turns out i try to organized EC:PD up again.
Making a white list won't be a bad thing.Having white list which allow officer to follow orders which is because they might get demoted and possible losing access to it for a while before he can re apply(which should be as punishment for minor mistakes) Another thing is that officer can then learn from others.For me it is a hard time getting on LL why?I'm far out at Asia and lack of confident to ask for help even i don't even know how until i met Daley which has been changed for a bit.Learned to roleplay,learn terms like 10 Codes , LEOs and other professional vocab which are learn from Wesley :D
EC:PD giving a overall bad image to the public why?Officer often went corrupt without a long term and short term punishment,now you can be arrested for maximum sentence for corruption as a government official and in the future we can even actually "Fired" or "Demote" someone from LEOs and making corruption a rather serious and dangerous things to do.This will stop a lot of RDM as police are more organized,internal affairs and investigation can be conducted and allow more variety of role play in Government.
If you have the effort to join the LEOs you will spend hours in it if you don't?You will never be it only because you are not that good enough to fits in the slot.White list can sure makes things better.

What about turning it into an actual functioning police force, with more than just a Sergeant and a Cop?

This way managing the police force can be done properly to ensure that the police will not minge, same to be said for the SWAT. It is all managed properly. Different ranks will get different skins, access to different equipment. Promotions and Demotions are permenant (well, unless the highest ranking officer deems otherwise).

- Chief of Police / Commissioner
- Deputy Chief of Police / Deputy Commissioner
- Captain
- Lieutenant
- Sergeant
- Corporal
- Senior Officer

Police Officer I/II is confusing in my eyes as it is hard to understand what I and II refers and according to the wiki the ranking system used in police department is above and i personally prefer it as it look nicer.
Of cause other than the regular police force,there are traffic enforcement,detective,internal affair,academy which might use I or II for ranking which i think more appropriate,seeing number on a ranking for citizen is more confused.While in detective,traffic enforcement or academy will be more better as wiki didn't have much description to their ranking.
Over the next week I'll be thinking of some ideas for this, and I'll post what I thought could be done in the whitelist.

No matter how we discuss it is a decision for the person who got up to that honorable place.The person who honorably get the place should be active, there should have only one job after the update ‘police officer’ the job name will be preset and who ever join the job job name and ranking should be changed once he is in.The salary of different ranks should be preset as well by the highest in charged.This need more discussion by staff and no one knows what happened until then, may be the police departments may get it's own section on the forum,who knows.

How they work with numbers (based of off LAPD)
Officer I - Nothing on shoulder
Officer II - Nothing on shoulder
Officer III - Two chevrons on shoulder
Anyways regardless of that, for citizens of Los Angeles they simply refer to everyone as "Officer" or if they know their shit they may say their simple rank i.e. "Sergeant, Chief, Officer" etc. the I, II & III are generally unknown to the public unless they notice the double chevrons.
