I think wed all greatly appreciate a larger variety and more frequent encounters on passive rp. Things like driving delievery missions with a van, the already suggested cooking system or alternative harvesting jobs (eg. a mine, or plantation) could help with that. Also there were some great suggestions to add sensors or "/it-emitters" which will hopefully help with some more detailed rp.
I think one of the main reasons why some passive rps are not that popular is due to their lack of depth. While some indeed lack a sertain depth in terms of building, creativity or player behavior (staying curious, using /me/it etc.) most seem to struggle with techincal possibilities, or could at least take a great advantage from specific mechanism like the misc items that have been added in the recent months.
- Signs saved us a lot of props and gave us great options for advertising but also for other use (traffic signs, shooting targets, televisions).
- The whole RT System added to the misc section has afforded us the oppurtuinity to host an ingame television programm able to be recieved by any other user having their rt screen set to the right frequency. Yet to few people either know of it, are willing to invest in the not to cheap items or are interested in doing their own TV rps. Also i miss the oppurtunity to hook the shoulder mount camera up to the rt system.
- tow trucks have added yet another new in depth branche. Yet it seems to be a little too knew for some people as most people will never call for one if needed (and as they are pretty useless without a direct order)
- coffee machines, fire alerts and metal detectors have brought alot to the game as well. Adding a whole new level of detail to (mostly) public facilitys.
So to sumb it up:
My favorite rp is either cop rp (never gets old <3 ) but also passive rp in pretty much any form. The mayor flaw though is the lack of anticipation/participation we see in passive rp.
Some rps (unless its the bloddy stip clubXD) dont get to much attention [somehwat understandable as barbershops or copyshops dont serve a real purpouse other then the rp]. On the other hand some acutally needed passive rps (food, gun and pharmaceutical-merchants) are often done to pragmatic [someone building a giant cube with a bunch of doors, arming himselve to the teath and then seeling some chinese food out of a bunker]. I think the best way to support more passive rp (besides continuing updates [awsome misc items, functions and systems]) is to take a little more time for the little things. Go get that haircut (even though it aint changing anything). Take that extra few minutes to add some foliage or furntiture to your store, take some moment to rp beyond basic needs (/me attaches the hose to the firetruck.../me grabs a spineboard; /me looks through his stockpile... /me hands the reciept) and most importantly: pay attention to your surroundings: Mechanics and firefighters are not nearly used as often as they could. Therefore they are under populated. If no calls in a mechanic or a firefighter (as you can just let it brun out, use a toolkit or an officer...). No one will realy want to do those jobs. Jobs that are crucial to a smoth rp experience.
So there you have it - my totaly brief and none repetitve answer to an otherwsie simple question : P

Writing reports after each incident.
Writing reports when using weaponry.
Writing reports in pursuits.
Prisoner Transport vans.
Less than lethal used in most if not all circumstances.
Well planned raids.
Well done negotiations.
In short the PD needs some buffing for this to happen and new weapons but it can happen now just no one is trying to get this to happen.
Also in short, PD needs to be whitelisted.
