It'll get rid of some of your stuff, but I'm unsure if it'll require you to redownload content and the map.
Ran This file and my game stil locks up on downloading maps/RP_EvoCty_v4b1.nav

So, you should now have no addons and the map file should be in your map folder. Correct?

Summary
The user was not able to load into the server due to their game freezing.
The user was suggested to adjust their GMOD settings as well as remove all addons except those needed on Limelight.
The user was then directed to try connecting with windowed mode active, this did not solve the issue.
Next, they were told to run the FactoryReset-GMod.bat file in their GMOD directory. Instead, the user's game froze upon downloading the map.
Finally, the user was directed to download the map and textures from the workshop. At this point, the user's game appeared to work.
