I think you misread my response. I adhear to not having a chop shop however to do with the breaking into a vehicle in plain sight i dont see the rule stating that. I am wanting this to be reduced.

Ahh alright. Well, I do believe it is Failrp to do it in broad daylight, but sadly we have no such rule that says otherwise. Then again, I wasn't there, so I'll go ahead and butt out and let take over. (Sorry for hijacking)
You stole a SWAT vehicle at the front door of the Nexus with government officials all around it. From what I remember, that was rather blatant FailRP there, to which you then drove around the entire map with it proud of your steal. There wasn't any RP in it that I saw.
I didn't see any government officials at all. Only the firefighter which was you in Roleplay.
Correct, I was talking to three swat when I heard the car alarm. Reporting to them my report from my call to the nexus.
There was no secrecy in your theft, or roleplay, or base to drive it to. That is the reason for the BL. It was very FailRP.

At the time of pick locking i was actually crouched and attempting to be hidden so there was some secrecy in the matter. Apart from that i don't see how crimes cannot be committed in that. Theres gun fights and speeding that goes on in plain sight.

This is getting denied as you do admit to not having a shop setup prior to stealing the vehicle.
The rest of this is really just semantics. It is FailRP to steal a vehicle in broad daylight on Main Street in front of the Nexus with government employees right next to the vehicle. If you steal a vehicle, you'd want to make sure that the vehicle is not in sight of anyone. As a Thief, you don't want to be caught.
If the vehicle was left alone in the garage, or alley or industrial etc. That would be another story.
