I have. I'm sorry but if anyone breaks the rules it is unacceptable. If you inform him of the rule breakage and he chooses to ignore it, then you report it. Friend or not, sometimes they need a little harsh reminder. Fun fact, I have banned the owner of the server before.
From what I see, both of you were involved in the same scenarios each time, as such you are both involved in the punishments. More so if you know that they are violations.
