Do this:

1) Verify Game Cache
2) Delete all unnecessary addons
3) Unsubscribe from everything, re-open the game, open the console do "menu_cleanupgmas" and then subscribe to everything from the content page of LL and subscribe to Photon and VCmod content.
Before subscribing make sure the addon folder has no .gma files.

I had same problem, it got fixed like this:
1) Reinstall content
2) Do menu_cleanupgmas
3) Restart gmod
4) Verify your setttings are "high"
5) Done
