Since when have you experienced the bug? After vcmod came back
Additional Information And you can't scan speed with it. (So it's not a texture bug)

Spawns on Citizens by default as well.

That aint a bug , Admin just need to go in vcmod ingame - administrator and disable the wrench

Seems to be fixed.
