In short, the clan channels are meant for IC chatter with basic communication rules as you have stated, but they are also limited to clan activities. So, FBI Players can have a player go President, but as that player is no longer in direct communication with them IC as he just joined the job and has left the clan RP for a moment, he can not act on information heard in TS. There must be IG communication use.

Goigle will be given an extended amount of time to reply due to medical issues he has informed me of.

I also just woke up and might be reading this wrong. Isn't BD saying that it's OK, but the President would have to interact with the person he is demoting first?

I agree with that, and Brock is new hence the mistake.
I don't believe anyone asked in TS for a direct demotion either, we just asked him to talk/deal (I don't remember the specific wording) with the sergeant.
I think what happened is he got confused with how government passes worked, and he thought the sergeant was directly defying him by ignoring newly granted government passes.

Closing Notes: Player had no interaction with the shooting of the previous president, and the player, being new, took TS communications wrongly and used it as a way to demote reporter. This will be seen as an accident of a fairly new player.

If possible, contact the player accused and tell him to post on his own PR's.
