when driving my game every 10seconds freezes for about 3seconds and ived tried lowering graphics and resolution but that doesn't work

Any amount but this doesn't happen on single player
Try updating your drivers and also before joining the server try using this commands:
gmod_mcore_test 1
mat_queue_mode -1
cl_threaded_bone_setup 1
will do so tommorow, plz keep thisbthread open incase it doesnt work
This will be closed only when your issue is resolved and you have confirmed so. So you don't have to worry about this being closed.
